New TSC Salary Scales for Teachers: 2021-2025 CBA

If you’re a teacher in Kenya, you’ll want to pay close attention to the recent developments in the teaching profession. On the 28th of August, 2023, the Teachers Service Commission (TSC) signed an addendum agreement to the 2021-2025 Collective Bargaining Agreements (CBA) with the Kenya National Union of Teachers (KNUT), Kenya Union of Post Primary Education Teachers (KUPPET), and Kenya Union of Special Needs Education Teachers (KUSNET).

This agreement brings significant changes to the remuneration of teachers, which will be implemented in two phases, starting from the 1st of July, 2023.

Who Does the New Salary Scales Apply to?

This circular applies to all teachers employed by the Commission and in service as of the 1st of July, 2023. If you are a teacher in Kenya, you’re likely to be affected by these changes. It’s important to understand the details of the new salary scales and how they will impact your income.

Incremental Dates and Annual Salary Increments

Teachers converting into the new salary scales will retain their current incremental dates. However, if your incremental date falls on the 1st of July, 2023, you will be granted your annual increment on the existing salary scales, and then you will convert to the new salary points with effect from the same date. This ensures a smooth transition for teachers into the new salary structure.

Annual salary increments for all teachers will continue to apply as provided for in the Code of Regulations for Teachers (2015). So, you can still expect regular increments in your salary based on your experience and qualifications.

Grading & Salary Structure

The grading structure and designations will continue to apply as set out in Table 1, which includes job titles, grades, and T-Scales. The new salary structure and conversion tables after the review are detailed in Tables 2-12, which are attached to the circular.

Understanding the tables is essential as they provide a clear roadmap for your salary progression based on your job group.

House Allowances

House allowance rates are categorized into four clusters:

  • Cluster 1: Nairobi City
  • Cluster 2: Mombasa, Kisumu, Nakuru Cities, Nyeri, Eldoret, Thika, Kisii, Malindi, and Kitale Municipalities
  • Cluster 3: Other former Municipalities
  • Cluster 4: All other areas

House allowance rates for Clusters 1, 2, and 3 have been retained. However, Cluster 4 rates have been reviewed and will be implemented in two phases. The first phase has already been factored in the August payroll, with arrears backdated to 1st July 2023. The second phase will take effect on the 1st of July, 2024.

House allowance rates are a significant part of a teacher’s income, and understanding which cluster you fall into and the associated rates is crucial to managing your finances effectively.
