Visit the HELB Student Portal or eCitizen and register/login.

Select Clearance Form
Navigate to "Online Services" and select "Compliance Certificate Application".

Non-beneficiaries fill a simple form declaring they never took a loan. Beneficiaries must ensure payments are up to date.

Once approved, download and print the certificate. It is digitally signed and does not require a physical stamp.
