Latest Info on Employment of ECDE Teachers by TSC

Starting in January 2024, Early Childhood and Development Education (ECDE) instructors will be employed by county governments, with the Teachers Service Commission (TSC) responsible for paying their salaries and benefits.

This change follows a proposal by the Presidential Working Party on Education Reforms (PWPER) and is subject to approval by stakeholders.

ECDE Teachers Salary Structure

ECDE teachers with a diploma will be placed under job group C1, while those with a certificate will start at job group B5. The salary scale for ECDE teachers is as follows:

  • Job Group C1 (Diploma): Monthly basic salary ranging from Sh. 21,756 to Sh. 27,195.
  • Job Group B5 (Certificate): Monthly basic salary ranging from Sh. 21,756 to Sh. 27,195.

Additionally, ECDE teachers will receive various allowances, including:

  • House allowance: Sh. 4,200 for those in other regions (Sh. 3,200 for those in other areas).
  • Commuter allowance: Sh. 4,000.
  • Leave allowance: Sh. 4,000 (paid once a year).
  • Hardship allowance: Sh. 6,600 for those in difficult areas.

ECDE Teachers Registration Requirements

TSC registration requirements for ECDE teachers vary depending on the level of education. The requirements include:

  • Degree: Mean Grade of C+ and above
  • Diploma: Mean grade C+ (plus) and above for University Diploma
  • Certificate: Mean grade D (plain) and above at KCSE, KNEC proficiency certificate, and an ECDE Certificate from KNEC

Previous Attempts and Challenges

The employment of ECDE teachers by TSC is not a new proposal. In 2014, the Kenya National Union of Teachers (KNUT) went to court to protest the actions of county governments in directly employing ECDE teachers.

After a two-year legal battle, the court ruled in favor of the county governments and ordered TSC to register all ECDE teachers.

However, this decision was not fully implemented, and the current proposal aims to address the issue once again.

Impact on County Governments

The new employment structure will require county governments to employ ECDE teachers on a permanent and pensionable basis.

The National Treasury will release a budget to the Counties for employing the teachers and another to TSC for paying their salaries.

This change is expected to improve the working conditions and compensation for ECDE teachers in Kenya.

In conclusion, the employment of ECDE teachers by TSC starting in January 2024 marks a significant shift in the education sector in Kenya. This change is expected to improve the working conditions and compensation for ECDE teachers, ensuring that they receive the support they need to effectively nurture and educate the next generation.
