Starting in January 2024, Early Childhood and Development Education (ECDE) instructors will be employed by county governments, with the Teachers Service Commission (TSC) responsible for paying their salaries and benefits.

- House allowance: Sh. 4,200 for those in other regions (Sh. 3,200 for those in other areas).
- Commuter allowance: Sh. 4,000.
- Leave allowance: Sh. 4,000 (paid once a year).
- Hardship allowance: Sh. 6,600 for those in difficult areas.
ECDE Teachers Registration Requirements
TSC registration requirements for ECDE teachers vary depending on the level of education. The requirements include:
- Degree: Mean Grade of C+ and above
- Diploma: Mean grade C+ (plus) and above for University Diploma
- Certificate: Mean grade D (plain) and above at KCSE, KNEC proficiency certificate, and an ECDE Certificate from KNEC
Previous Attempts and Challenges
The employment of ECDE teachers by TSC is not a new proposal. In 2014, the Kenya National Union of Teachers (KNUT) went to court to protest the actions of county governments in directly employing ECDE teachers.
